Matthew Tully Selected by Chicago Lawyer as 40 Under Forty Honoree for 2023

It’s difficult to quantify Matt Tully’s work solely in terms of reported results. He isn’t a trial lawyer who fights for verdicts and settlements. Instead, he works with individuals, small businesses, developers, and some of the highest-profile companies in the country to help them with

their real estate and property tax matters. It’s a complicated, important job, and Tully does it as well as anyone.

“Matt’s achievements can be understood when you look at the number of prominent companies and individuals who trust him with such an important part of their businesses and bottom line.” said Stacey Cavanagh of Chicago’s Cavanagh Law Group.

Tully’s peers say that he is one of the most professional, hardworking, and dedicated legal talents in the Chicago area.

Brett Scharback, General Counsel for the Chicago Cubs, said that Tully has represented the team in a variety of real estate and property tax matters, including Wrigley Field and the surrounding properties. Tully consistently delivers successful results on property tax appeals

through his hard work and deep knowledge of the administrative offices that adjudicate real estate tax matters.

William O’Neil, a partner at Winston & Strawn, has known Tully for 10 years. “Matt has distinguished himself with a tireless work ethic. Lisa Duarte, partner with Croke Fairchild Duarte & Beres, has worked closely with Tully over the years. In 2020 and 2021, the two worked with other stakeholders to help pass Affordable Illinois, legislation that offers developers and owners of multifamily real estate a tax abatement if they set aside a percentage of their units for affordable housing.

“Matt’s policy advice and ability to serve as a credible expert in the field made the passage of this legislation possible,” Duarte said. “The Illinois General Assembly had tried to pass affordable-housing legislation for about 20 years. Matt’s participation made a difference in making this legislation a reality.”

Duarte refers to Tully as a triple-threat: He boasts impressive subject-matter knowledge, an unbeatable work ethic, and high emotional intelligence.

“This all transfers to making him quite possibly one of the best negotiators I have ever worked with,” she said. “Many lawyers possess some of these skills. Few have all three.”

When not making a difference for his clients, Tully serves as a member of the Chicago Inn of Court, the CBA’s Real Estate & Taxation Committee, and ISBA. He also volunteers his time to better his community as a Trustee of his alma mater St. Ignatius College Prep, a Director of the Western Golf Association Evans Scholars Foundation, and Board Member of The Big Shoulders Fund.
